A second United States federal judge has blocked the implementation of new mail-ballot requirements promoted by President Donald Trump’s administration, deepening a major election-law dispute now before the Supreme Court.
US District Judge Carl Nichols issued a preliminary injunction against the rules after another federal judge had previously blocked them.
The regulations would impose new requirements involving voter information and ballot processing by the US Postal Service. Challengers argue that the federal measures intrude into election administration traditionally handled by states and could result in lawful ballots being rejected.
The administration disputes those claims and has sought Supreme Court intervention.
The litigation is significant beyond the immediate rules. It places questions of federal administrative authority, constitutional responsibility for elections and voter access before the judiciary only weeks before nationwide voting.
