In his paper, “Election Security, Campaigns Financing and the Responsibility of Security and Anti-Corruption Agencies in Nigeria,” Ladan examines the relationship between political funding, electoral integrity and the responsibilities of institutions charged with enforcing compliance.
The paper considers campaign expenditure and contributions, financial reporting, corporate donations and foreign funding. It also examines the responsibilities of INEC, anti-corruption bodies, financial intelligence authorities and security agencies in monitoring political spending and investigating suspected violations.
Particular attention is given to digital fundraising and virtual assets, including the challenges that cryptocurrency transactions and peer-to-peer transfers present for financial tracking.
Ladan further explores appellate decisions concerning vote-buying allegations and the distinction between election petitions and separate criminal proceedings. His analysis identifies cash transactions, inter-agency coordination, evidentiary requirements and political interference as important enforcement challenges.
The paper recommends stronger information sharing, improved financial disclosures and more effective gathering of evidence. Its central argument is that electoral accountability depends on institutions turning financial intelligence into evidence capable of supporting lawful enforcement.
