In a bold demonstration of its continued leadership in justice sector reform, the Nigerian Bar Association (NBA) participated in the 2nd Meeting of the Steering Committee on the Implementation of Non-Custodial Measures, held at the High Court of the Federal Capital Territory, Maitama, Abuja.
The NBA was ably represented by Mr. Nuhu J. Egya, Chairman of the Citizens Liberties Committee (National), who joined an esteemed gathering of legal luminaries, members of the Bench, policymakers, and key stakeholders across the justice system.
The meeting served as a critical platform for advancing the implementation of non-custodial measures — a cornerstone in Nigeria’s ongoing criminal justice reform efforts.

The deliberations focused on alternative sentencing models aimed at decongesting correctional centres while fostering restorative justice and upholding the rights and dignity of offenders, particularly those from vulnerable and underserved populations.
Speaking on behalf of the NBA, Mr. Egya described the meeting as both “a privilege and a solemn call to service,” emphasizing that the NBA remains unwavering in its advocacy for reforms that are just, inclusive, and tailored to Nigeria’s unique socio-legal landscape.
He called for deeper synergy among legal practitioners, institutional actors, and civil society to ensure that non-custodial measures are implemented effectively, in line with due process and best global practices. “We must continue to innovate, educate, and build systems that do not punish poverty but promote fairness, rehabilitation, and the rule of law,” he noted.
Mr. Egya also reaffirmed the NBA’s leadership role in championing policies that strike a balance between justice and humanity, stressing that the Association stands ready to support reforms that reduce over-incarceration, promote community-based solutions, and protect civil liberties.
This intervention aligns with the progressive vision of NBA President, Mazi Afam Osigwe, SAN, whose administration has prioritized institutional reforms, access to justice, and protection of human rights. His leadership continues to energize the NBA’s presence and impact in national discourse, ensuring the Bar remains a credible force for legal transformation.
