Tax Bills: NASS to Release Certified True Copies of Signed Tax Bills Amid Transparency Concerns

Tax Bills: The National Assembly has announced decisive steps to address growing public concerns over alleged discrepancies in recently passed Tax Acts, pledging to release Certified True Copies (CTCs) of the bills signed into law by President Bola Ahmed Tinubu.

In an official statement issued on Thursday, the Director of Information at the National Assembly, Mr. Bullah Bi-Allah, disclosed that the Clerk to the National Assembly has been directed to make available the duly signed tax bills, including the certificate pages, to enable public verification and restore confidence in the legislative process.

According to Bi-Allah, the move follows widespread public commentary and media reports alleging inconsistencies between the versions of the Tax Acts reflected in the votes and proceedings of the National Assembly and those subsequently gazetted. He stated that the leadership of the legislature had taken careful note of the allegations and resolved to respond transparently and responsibly.

“The management has taken note of the alleged discrepancies between the votes and proceedings of the National Assembly and the gazetted versions of the passed Tax Acts,” Bi-Allah said.

He explained that, contrary to public perception, only a limited number of individuals and institutions had formally applied for the Certified True Copies of the harmonised bills. Nonetheless, he assured that all such requests had been duly processed in line with established legislative procedures.

“All such requests have been processed,” he confirmed.

The Director of Information further revealed that the Clerk of the National Assembly is currently working in collaboration with the Federal Government Printing Press to ensure that the assented Acts are printed, certified, and published strictly in accordance with the law. He clarified that while the initiation of the gazetting process falls within the statutory duties of the Clerk to the National Assembly, the responsibility for printing and public dissemination of the Acts rests with the Federal Government Printing Press.

“While it is the duty of the Clerk to initiate the gazetting process, the statutory responsibility for printing and publication lies with the Federal Government Printing Press,” Bi-Allah explained, adding that the gazettes were expected to be ready as of Thursday.

In response to the controversy, the National Assembly has also resolved to strengthen its internal procedures governing the transmission of bills for presidential assent and their subsequent publication. As part of the new measures, all bills transmitted to the President will henceforth be routed strictly through designated presidential liaison officers to ensure procedural clarity and traceability. Furthermore, Bi-Allah stated that no request for the gazetting of an Act of the National Assembly will be entertained by the Federal Government Printing Press unless such a request originates from the Clerk to the National Assembly or an authorised representative acting on his behalf. The measure, he said, is intended to eliminate ambiguity, prevent unauthorised alterations, and safeguard the integrity of legislative documents.
