Nigeria and the European Union have renewed negotiations aimed at concluding the long-pending EU-Nigeria Re-Admission Agreement while expanding structured legal migration opportunities for Nigerians.
The discussions took place between Minister of Foreign Affairs Bianca Odumegwu-Ojukwu and EU Commissioner for Internal Affairs and Migration Magnus Brunner on the sidelines of the 81st United Nations General Assembly in New York.
Negotiations on the re-admission agreement originally began in 2016 and were discussed again during the eighth Nigeria-EU Ministerial Dialogue in March 2026.
The European Union considers conclusion of the agreement an important basis for broader migration cooperation.
Nigeria, however, is pushing for a wider framework that does not focus exclusively on returning irregular migrants.
Odumegwu-Ojukwu stressed the importance of reintegration assistance for returnees, infrastructure-development support and expanded lawful pathways through which Nigerians can study, work or pursue professional opportunities overseas.
The proposed Migration and Security Cooperation Contract could include talent partnerships, mobility programmes, legal migration channels, returnee reintegration, border management and support from the European Border and Coast Guard Agency, Frontex.
Both sides are also considering information-sharing cooperation involving Europol to strengthen efforts against transnational organised crime.
Further negotiations are expected when Brunner visits Abuja, with a proposed visit currently being considered for November 2026.
The eventual terms will matter considerably. A re-admission arrangement affects state obligations concerning the return of nationals, while lawful migration pathways could create new rights, procedures and compliance requirements for workers, employers and migration authorities.
