The Nigerian Bar Association (NBA) is deeply disturbed by the tragic incident on Monday, 11th November 2024, in Utu Etim Ekpo, Akwa Ibom State.
A flour-laden truck, pursued by soldiers, lost control and crashed into shops, resulting in the deaths of three individuals, including a dear colleague, and causing severe injuries to several others.
This preventable tragedy highlights the dangers associated with:
- Indiscriminate roadblocks.
- The use of logs of wood and other obstructions that distort traffic flow.
- The reckless attitude of law enforcement agents at checkpoints.
- High-speed chases through civilian areas.
- Extortion at checkpoints.
NBA’s Concerns on Roadblocks and Checkpoints
Some roadblocks are set up at hazardous locations or in ways that impede free-flowing traffic, often prioritising extortion over security. Articulated vehicles frequently topple or collide with obstacles at these checkpoints, especially during night hours. Such practices erode public trust in security institutions and endanger road users.
The NBA calls on law enforcement agencies to:
- Review the current practices of setting up checkpoints to prioritise safety and efficient traffic flow.
- Prohibit reckless pursuits in populated areas to prevent avoidable tragedies.
- End extortion and inhumane treatment at checkpoints.
- Conduct thorough investigations into the Utu Etim Ekpo incident to ensure accountability.
- Train and retrain personnel on proper engagement protocols for public safety.
Call for Nationwide Review of Checkpoint Practices
The NBA insists on the urgent need for nationwide reforms in checkpoint operations. These reforms should enforce clear protocols that ensure security measures are implemented responsibly, respecting civilian safety and dignity.

The NBA stands in solidarity with the families of our late colleague, other victims, and the Utu Etim Ekpo community during this difficult time. We are committed to working with local leaders, NBA branches in Akwa Ibom State, and relevant authorities to ensure justice is served and preventive measures are implemented.
