LEGALLINKZ PERSONALITY OF THE WEEK
Some lawyers build their careers around the courtroom. Others extend their influence into the institutions, communities and policy structures that determine how justice is experienced. Huwaila Ibrahim Muhammad belongs to a category of legal practitioners whose work demonstrates that the reach of the law can extend far beyond litigation.
A private legal practitioner, corporate governance professional, mediator and women’s rights advocate based in Kano State, Muhammad has spent more than 20 years building a career that combines legal representation, institutional leadership, legislative engagement and social development.
As the founder of HMI Legal Consult, she has established a professional practice providing legal services, alternative dispute resolution, company secretarial support, corporate governance advisory and regulatory compliance services to clients across different sectors.
Her professional journey reflects a deliberate expansion of legal practice into areas where sound governance, institutional accountability and access to justice intersect.

A FOUNDATION BUILT ON LEGAL KNOWLEDGE AND PROFESSIONAL DEVELOPMENT
Muhammad obtained her Bachelor of Laws degree from Bayero University, Kano, in 2000 and was called to the Nigerian Bar in 2003.
She subsequently obtained a Master’s degree in Business and Commercial Law in 2007, strengthening her understanding of commercial transactions, corporate structures and regulatory obligations.
Her professional development has also extended into dispute resolution. She is a Fellow of the Institute of Chartered Mediators and Conciliators (FICMC) and an Associate Member of the Chartered Institute of Arbitrators, United Kingdom, admitted in 2025.
These qualifications complement her work as a private legal practitioner and corporate consultant, particularly in company secretarial practice, board advisory, statutory compliance and institutional governance.
Since establishing HMI Legal Consult in 2014, she has continued to develop a practice that brings together legal advisory, corporate services and alternative dispute resolution.

WHEN LEGAL PRACTICE BECOMES A TOOL FOR SOCIAL CHANGE
One of the defining aspects of Muhammad’s professional journey is her sustained engagement with the rights of women, children and other vulnerable groups.
Her advocacy is not confined to public statements or institutional participation. It has involved legal representation, legislative engagement, stakeholder consultations and direct intervention in cases involving violence against women and girls.
Her professional record documents litigation in more than 100 cases involving rape and violence against women and girls, including pro bono representation.
This work has been complemented by advocacy visits and engagements with government institutions, traditional authorities, religious leaders and other stakeholders to advance legal protection for women and children.
Her involvement in the Coalition Against Rape and Violence (CARAV), the Observatory Committee on Violence Against Women and Girls (OBSTEC), and the Women, Peace and Security Network further reflects her interest in strengthening institutional responses to gender-based violence.
Her approach recognises that access to justice requires more than the existence of laws. It requires effective implementation, accessible legal support, institutional responsiveness and sustained public awareness.

HELPING TO SHAPE THE LAWS THAT PROTECT SOCIETY
Beyond individual representation, Muhammad has contributed to legislative and policy development in Kano State.
She has participated in technical committees and reform initiatives concerning the Kano State Child Protection Bill, the review of provisions of the Kano State Penal Code relating to violence against women, the Kano State Disability Bill and the Administration of Criminal Justice framework.
She has also been involved in the development of the Kano State Muslim Code of Personal Status and the technical and advocacy processes surrounding the proposed Kano State Violence Against Persons Prohibition Bill.
Several of these initiatives have involved collaboration with the Rule of Law and Anti-Corruption Programme (RoLAC), the British Council and other development partners.
Her contributions have extended to research, policy consultation, legislative drafting, validation exercises and advocacy for the adoption and implementation of legal reforms.
This dimension of her work is particularly significant. It reflects a legal practitioner who understands that sustainable access to justice requires both the enforcement of existing laws and the development of legal frameworks that respond to emerging social realities.

LEADERSHIP THAT EXTENDS BEYOND PROFESSIONAL TITLES
Muhammad’s leadership journey within the legal profession is equally noteworthy.
She has served as Chairperson of the Nigerian Bar Association Women Forum for the 2024–2026 tenure, following years of involvement in the Forum, including her service as Welfare Committee Head between 2021 and 2024.
Her earlier leadership engagements include serving as Secretary and Chairperson of the International Federation of Women Lawyers (FIDA), Kano State Branch.
She has also served as Chairperson of the NBA Kano Branch Law Week Committee, Secretary of the 2024 Nigerian Bar Association Electoral Committee (ECNBA), and a member of the NBA 2022 Electoral Appeals Committee.
These responsibilities reflect a professional whose participation in the Bar has involved administration, welfare, electoral processes, professional development and the advancement of women’s representation within the legal community.
Her service also extends to the National Human Rights Commission, where she is listed as a Board Member, alongside memberships and engagements with professional and civil society organisations, including the Commonwealth Lawyers Association, International Bar Association and Kano State Justice Sector Reform Team.

RECOGNITION FOR SERVICE AND IMPACT
Her contributions have attracted recognition from professional institutions and organisations.
Among the distinctions she has received are the Gender-Based Violence Response Champion Award presented by the Office of the Vice President at the 2018 National GBV Conference and the Presidential Medal of Service presented by the Nigerian Bar Association in 2024.
She has also received recognition from the NBA Women Forum, NBA Kano Branch, FIDA Kano State, the Nigerian Association of Muslim Law Students, the Kano Civil Society Forum and several youth and community development organisations.
While these honours acknowledge different aspects of her service, her most enduring professional contribution remains the work undertaken through legal representation, institutional advocacy, policy development and community engagement.

THE WOMAN BEHIND THE PROFESSIONAL JOURNEY
What makes Muhammad’s professional story particularly compelling is the breadth of her engagement with society.
She has worked across private legal practice, research, development consultancy, mediation, corporate governance and legislative reform. Her experience demonstrates that a legal career can evolve into several complementary areas of professional influence without losing its central purpose.
For women in the legal profession, her journey offers an important perspective on career development: professional visibility can be built through competence, consistency, leadership and measurable contributions to society.
Her experience also reinforces the importance of women occupying spaces where legal decisions, institutional policies and public-interest reforms are shaped.
